[PATCH 1/2] Read "cgit.*" settings from gitconfig.

I didn't do any changes in the C-code (besides the "repo" -> "cgit"). So
except changes in the surroundings (=porting to master), there is
nothing new here.

It's the documentation I changed :) (I note, that Jamie still speaks of
"gitolite bigconfig", which is a term not existing anymore in (new)
gitolite-3).
