[PATCH] Makefile: fix MAKEFLAGS tests with multiple flags

[John Keeping]

findstring is defined as $(findstring FIND,IN) so if multiple flags are
set these tests do the wrong thing unless $(MAKEFLAGS) is the second
argument.
