[PATCH] css: make table-layout fixed for diffstat file bar

The diffstat file bar is implemented as a table with no (cdata) content.
What does matter is the size of the cells.  This matches well with using
table-layout:fixed, which is supposed to improve table rendering speed.

This also avoids a case where Chrome (and Opera) will sometimes show
some red in the bar even when there are 0 removed lines.
