sorry, did not answer to the list before:

It just tests for the GPG4win installation, but gnupg.org provides a more recent version (2.1 while gpg4win is still 2.0) that has no real identifier.
Distinguishing it from the cygwin `gpg` executable that some people may have installed and that accepts paths in unix-style is still very important though.
