pass pauses when invoked the first time

It definitely seems to be a gpg issue (likely in 2.1.16) or something to
do with pinentry 1.0.0, because EnigMail is showing the same pause when
decrypting mail for the first time and the pinentry dialogue box
significantly changed recently (around the beginning of December).
