Not sure what’s going on at your end. I’m on MacOS and what 
sometimes happens to me
is that `pinentry` program hangs up for some reason so I can’t decrypt 
my passwords.

I’m not an expert but I believe this program is managed by `gpg-agent` 
so what I usually do
is that I restart it via `gpgconf --kill gpg-agent` and then it usually 
works fine.

You can still try using `gpg` directly to decrypt the items which should 
work unless something
is botched. I’d try logging out and logging in, maybe that’ll help 
as a quick fix.
To be honest I’ve never encountered that specific error message and my 
quick
online search hasn’t provided me with any information either.
