[PATCH] Use $HOME/.passrc for configuration purpose

I am not sure if this is going to be accepted, but can we at least have it in
~/.config/pass/ if it is ? 

If not it would add even more clutter in $HOME that I wanted to get rid of with
my XDG base dir patch T_T
