I thin the appropriate things from what I've seen on this mailing list is 
something like:

Subject: [PATCH] <What your fine patch does>

Body: blah blah, my patch, first submitted in 2018 does the following, 1), 2), 
3) and I think it is a nice to have if a new release is coming out.
