According to https://www.wireguard.com/repositories/ should send a properly formatted patch including a Signed-off-by: line using git-send-email to this list.

I suggest to CC the maintainers of the wireguard-windows repo Simon Rozman <simon at rozman.si> and Jason A. Donenfeld <Jason at zx2c4.com>.
