[ANNOUNCE] WireGuardNT v0.11 and WireGuard for Windows v0.6 Released

If you're a tiny percentage of users running older builds of Windows
10 and are seeing in your logs, "[MGR] Update checker: The parameter
is incorrect." in WireGuard for Windows v0.6, you'll need to run the
fetcher to get back on track. Download and run
https://download.wireguard.com/windows-client/wireguard-installer.exe
and you should be all set (and will get v0.6.1 installed). If you're
not seeing that in your logs, you don't need to do anything. Sorry
about this! Growing pains.
