Does emacsclient, run as follows, work for you?

emacs -nw -Q --eval '(server-start)'
M-x shell
emacsclient /etc/hosts

Also try running password-store-edit from `emacs -Q`:

emacs -nw -Q --eval "(progn (package-initialize)(require 'password-store))"
