[PATCH] Windows Bindings: handler for WSAEMSGSIZE added to avoid stop receiving data

Hello Jason,

your bugfix works fine for jumbo packets but not if the Windows socket
is flooded with  " nc -u <IP-Addr:port>  < /dev/urandom ".
